Are Bingo Halls considered to be a gaming establishment?

Bingo refers to a gaming scheme where a prize or prizes are awarded by selling one or more bingo cards or papers to players, then numbers are randomly called that may appear on the bingo cards or papers. The term ‘bingo hall’ refers to a facility such as a hall or legion where bingo is played.

If there is a cost to play at a bingo event, then it is considered gaming, and a licence is required. Licensed bingo halls are considered gaming establishments.

Bingo events where there is no entry fee and it is completely free to play are considered “free bingos” and no licence is required.
