Pathways to permanent residency
Region: Ontario Answer # 6633While CUSMA work permits are temporary, they can serve as valuable pathways to permanent residence in Canada.
It is important to first understand the terms used by Immigration, Refugees and Citizenship Canada (IRCC):
- CRS = Comprehensive Ranking System: A points-based system used by Canada to rank Express Entry candidates for permanent residency based on skills, education, and experience.
- NOC = National Occupational Classification (NOC): Canada’s national system for describing and classifying occupations in the labour market.
- NOC TEER = Refers to the Training, Education, Experience and Responsibilities classification system used in Canada to categorize occupations within the National Occupational Classification (NOC).
- CLB = Canadian Language Benchmark
Express Entry System
Canadian work experience gained on a CUSMA permit significantly improves chances of obtaining permanent residence through Express Entry:
- Comprehensive Ranking System (CRS) Points: Up to 80 points for Canadian work experience
- Eligible Experience: Must be in NOC TEER 0, 1, 2, or 3 occupations
- No Job Offer Required: Canadian Experience Class (CEC) doesn’t require job offer for most occupations
- Language Requirements: CLB 7 for NOC 0/1, CLB 5 for NOC 2/3
Provincial Nominee Programs (PNPs)
Many provinces have streams specifically designed for workers already in Canada:
- Canadian work experience often required or strongly preferred
- Some provinces have dedicated streams for Express Entry candidates with provincial connections
- Faster processing than federal programs in some cases
- Nomination adds 600 CRS points to Express Entry profile
Canadian Experience Class (CEC)
Designed specifically for temporary workers with Canadian experience:
- Requires minimum 12 months Canadian work experience in NOC TEER 0, 1, 2, or 3
- Experience must be gained while authorized to work in Canada
- No job offer required (for most occupations)
- Language requirements: CLB 7 for NOC 0/1, CLB 5 for NOC 2/3
- Processed through Express Entry system
